I would say Dent represents the law, while Batman is representing justice. Batman doesn't care about the law and pretty much ignores it running around during the night, dressed up as tiny nocturnal mammal. He only cares about what is 'just' and 'right' (for his standards, the Joker might disagree with him on that one).
